Utsumi Tadakatsu (内海忠勝)
Tadakatsu UTSUMI (September 12, 1843 - January 20, 1905) was samurai as well as a government official and a statesman in Japan. He served as (the twentieth) Minister of Home Affairs, the prefectural governor of Nagasaki and Mie, the governor of Hyogo Prefecture, the (second) governor of Nagano Prefecture, the (third) governor of Kanagawa Prefecture, the (eighth) governor of Osaka Prefecture, the (the eight) governor of Kyoto Prefecture, the President of the Board of Audit, and a member of the House of Peers. He was a feudal retainer of Choshu Domain. He received Jusanmi Kun Santo (Junior Third Rank, Third order of merit), and Jyunii-Kun Itto (Junior Second Rank, Grand Cordon of First order of merit) was conferred posthumously on him. He was a baron.
Biography
He was from Yoshiki Village, Yoshiki District, Suo Province (present Yamaguchi City, Yamaguchi Prefecture). He joined the Hamaguri Gate Incident as a feudal retainer of Choshu Domain. He was recruited by the new government after the Meiji Restoration and joined the Iwakura Mission as an attaché to the ambassador. As a local official, he held various posts of the governor of prefectures such as Nagasaki, Mie, Hyogo, Nagano, Kanagawa, Osaka, and Kyoto. He got into the first Katsura cabinet as the Minister of Home Affairs in 1901. In Yamaguchi City, Yamaguchi Prefecture, the "monument to honor Tadakatsu UTSUMI" was erected.
